I like to think the first reaction is more likely, but I wouldn't tell you the second could never happen.

I meant over zealous as in "They'll catch them and be all cowboy about it" like high fiving over tasering an 18 year old punk who was just spray painting an abandoned McDonalds. He died, by the way. They might lift the preps fingers prints and then kick down their door with a SWAT team, set the house on fire and shoot a few dogs.
Meanwhile other real crimes with real victims will go without the same level of zealousness. Like never catching the perps behind those rape victims the clinic is helping in the first place.
Lately, I'm sensing a ridiculous over aggression on small transgressions. It's like they'll gut a shoplifter and wave a flag of patriotism kind of thing.
