There's a lot of places that are (or were) doing that around DC. Even my auto shop that was doing a discount and was packed on Friday. 'Course, then there was a burger shop that was giving away free burgers to federal workers. Had to quit after 3 days because it cost him $30,000 a day. However, the businesses that are built around masses of hungry federal workers in the district (like food trucks that are only licensed for the district and not surrounding counties) are being hosed because there aren't enough people there to cover the costs of being open for lunch.
There's a pizzaria in DC right now offering a free "Government Cheese" pizza to furloughed employees who can show ID, which is a nice gesture as well as a snarky message.
