The thing I'm worried about are false positives. Look at all the hassles that the no-fly lists has caused for people, and this can be just as bad.
The worst thing is that it will cause no problems for 95% of the population, but for those last it might give major troubles that are brushed aside by the "general interest", giving rise to a feeling of permanent disenfranchisement.
Given that everybody must have several exact facial doubles scattered over the world (for example, I look eerily like Wendy Grossman), this is bad news. Unless of course, you're a terrorist who the exact facial double for Lyndsey Lohan.
