It appears that only drivers are allowed to make these changes. If they changed the rules so that drivers were allowed, say, 2 hours to write Perl/Python/MFTL scripts (the language changing per event, so they couldn't just train to the driver to blindly input prewritten code), the sport could get incredibly interesting from a computer science standpoint.
