This smells of a "slap suit", a legal claim that won't hold up in court but that will cause the accused to cease activity simply because fighting the claim is expensive, time consuming or both.

SLAPP, in fact: "strategic lawsuit against public participation" - the standard term in most of the legislation to protect victims.
