The problem of course being that sexual abuse is not related directly to having genitals. It may just make them worse.

This sounds like one of those things that would be a good idea if our society wasn't racist as fuck (especially Alabama which was a red flag right off the bat) and will just use this as a way to legally castrate black men on false charges.
