But there is nothing stopping someone from nominating a borderline work in two categories, right, and having both nomations counting?

Followup to K-J's question: assuming it attracted votes in both categories, and was eventually deemed to be one or the other... what happens to the nominations in the other category? are they transferred? simply lost?

with EPH that would appear to be the only option, yes - and now I'm wondering what happens if something is clearly the runaway favourite in a category it doesn't belong in. Like, it takes 40% of all nominations in Short Story because it's amazing and popular, but it was puplished with an incorrect word count, nobody has actually counted the words, and it's secretly a novellette by, like, two hundred words. And nobody notices until the ballot counting starts.
