I think it'd be easier to just take a polaroid from the same viewpoint as the security camera and hang that in front of its optics, as seen in many spy/caper movies, given the technology involved. It basically seems to be a camera to detect where the obstruction is, a projector congruent with that to project the background in those places, plus special retro-reflecting material to get a good image -- which by the way does imply virtually zero performance off axis (even apart from off-axis seeing the wrong image being projected).
