I'd hazard a guess that it's a baby groundhog being hand-nursed. It's just decided to nurse itself directly.
For referance, that's not a syringe with a staby-bit on the end, it's the kind used to give liquid drugs to struggling animals and children. Only it looks to be filled with milk or cream instead.
