If you check the right shoulder of the TT on the left and the middle one's right shoulder and middle of the back, you'll see tattoos. Now, granted, I don't know what country this was taken in and what the age requirements are for tattoos in said country - but just worth pointing out.
If they are doin' the TT thing, they might be aspiring/professional dancers and they tend to have petite bodies.
Besides, those could also be sports bras under there, which could be a requirement, or just a plain good idea when wearing such suits around all day. I mean, I doubt that suits would show much even if "unrestrained," but they could want to take no chances...
As to relative age, it's hard to guess. I think the only thing you can accurately intuit from that picture is that they're female, wear bras, are thin and are between 60 and 66 inches tall. Given that, they could be 22 just as easily as 12.
If you look at the left shoulder of the person on the left, there is definitely a red/pink heart with some green/black highlights around it. It appears that the middle person also has the same thing on their right shoulder as well as some black work just above the center of the strap.
Then you should also be able to find some tattooists in deep doo-doo.
Still and all, your 12-14 year old assertion seems unlikely. Consider also child labor laws, which I believe in most countries would prohibit someone under 16 from doing what's shown above.
