If the vandal reached behind him as if grabbing for something, then I really have no sympathy. He was obviously a criminal. Criminals carry weapons, and should therefore immediately surrender to police with their hands clearly visible when confronted - or face the consequences.

Of course, not all LEOs have their shit together. So you never know.
