Well, not to presume on this guy's intent, but GHB *does* have uses other than as a "date-rape" drug.

He was a personal trainer.
He was probably going to sell it to his clients.
It's still a schedule one drug, which makes it illegal to possess or sell it without a license that the government will never give out.
But it was very likely NOT for date rapes.
