It's a slang phrase for wasting time, doing nothing.

I've also heard it used to describe really screwing things up badly, but I couldn't find a link for that one.

I _think_, at least in USAia, the latter meaning is usually expressed with "screwing the pooch". Same literal meaning, different words.

You hear that a little around here too, but just plain "fucked up" is more common.
