Cynically, I think the leaders saw the Brazilian guy get shot 8 times because he *looked* like he might be a bomber, and said "Fooken 'ell, those blokes are serious now, *I* don't want to get shot." Less cynically, this has been coming for a while, I think ever since everyone on both sides got pissed over the bank job they pulled in December.
