Worse, Google would have to prove that Xenu does *not* violate copyright in order to not be held accountable - and while Xenu can prove that they're not violating copyright themselves and thus absolve Google of liability, doing so would require agreeing to be bound by a US court regardless of the outcome.

It's an absurd piece of legislation, written by idiots who know nothing about what they're legislating and are, in fact, just parroting what the marketing weasels who contribute to their campign tell them to say. It's just like CAN-SPAM and PATRIOT, that way.
