Quebec Police admit to planting fake, masked, armed protestors in crowd, so that those fake protestors could "attack police" and provide excuse to use force to disperse the protest.

Yep. They exist. And the cops don't need to take action. Like the protest about the same meeting, that was held in Ottawa. UC's were there, and nothing happened.
