In any non-historical context, yes. The University of Texas having a Confederate flag among the Six Flags over Texas, it's not equivalent, and even that's not the Confederate Battle Flag. But any modern usage of the flag is.

The CF flag CAN have racist connotations. Nobody I know uses it for such or would use it for such, any more than they'd try to hurl the epithet "mulatto" at a bar fight.
I think it is still _slightly_ better then the brakeline cutting before the Canadian election. The confederate flags are also better symbols of racism then say, burning crosses or nooses.
This is still like saying that second degree burns are still better then third degree burns though.
