I still have no idea where this occurs due to the state name never being used, though I want to point out that it's not just vermin but goddamn bats (http://tvtropes.org/pmwiki/pmwiki.php/Main/GoddamnedBats), so basically their department of health building is slowly turning into a location from an RPG.
Has an RPG ever actually used the budget restraints justification for why the One Guy you're playing and his two friends are the ones the local king has contracted to clear the monster infested dungeon?
Damn, I overthought it again. It feels more like an Ohio kind of thing, but then I thought about how the Florida climate was probably more prone to causing vermin infestations.
I thought that too, then realized that it's the opposite! Vermin in Florida can survive outside just fine, but in Ohio it's colder and they'd likely seek the human-created warmth of indoors. ... Woo, I got it right! :P
