You can make an argument that the electoral college system comes between the will of the People and its implementation, but somehow, I don't think that's the thrust of the sign. I doubt one in 10 Teabaggers could explain how the voting system in the US works.

That could be it...because sending it back says that he's not interested in keeping something that W. accepted and especially since it was given to us after 9/11 and that makes it sacred or something. So it's another way he's letting the terrorists win.
