"Children were neglected and dependent"

I thought being dependent was part and parcel of being a child. To the point that here its a legal term to describe (amongst other people), your children under 18, ie those you are still financially etc responsible for. Is that an Australian thing?

Huzzah for sanity prevailing. Anti vaccination is gaining a lot of ground here :(

The issue is not the dependency, but that the dependents are being neglected. And yes, parents list children as dependents in America as well, sometimes even beyond the age of 18.

It says... something that the precedent cited goes back to 1904 and 1944. Sometimes I clutch my head and wail "Why do we have to keep on re-teaching this lesson!?" but the small sane voice in the back of my head says "Because people are dumb, and the folks who remember polio don't have many new babies these days."
