Did they ever explain how/why the Terribly Important Characters weren't resurrected after they got killed? Unlike the protagonist, who dies several times before breakfast without a second thought?

Short version: Because Corporate Infighting.

Everyone you kill before Jack is Jack's enemy.

Jack? Has his own enemies, who step in to prevent his resurrection.
