In Vermont, 48 towns voted last night to condemn the war in Iraq and bring the National Guard of Vermont home. 3 towns have voted against the motion, and 3 have tabled it for later discussion.
Vermont has lost more soldiers per capita than any state, and has the second highest mobilization rate for its National Guard and reservists.

I'd bet that the National Guard is the Militia and from an initial look at it, it's the President, not the Governors, who decides what the National Guard does once the NG is called into service on behalf of the entirety of the US, as opposed to help with some natural disaster within its State.
